1. RIGHT TO ACCESS: Workers and citizens have a right to access information created about them and about which they are concerned, in compliance with the Minnesota Government Data Practices Act.
(ACCESS should be equitable: the sophistication (or lack thereof) of the information technology employed should not be used to hinder or block access, despite the technical sophistication of the requestor.)
2. RIGHT TO PRIVACY: Workers, citizens, and others have a right to secure information in accordance with the Minnesota Government Data Practices Act.
(Secured information should be kept as close as possible to its source.)
3. RIGHT TO SKILLS AND TRAINING: Workers and citizens have a right to be educated and trained in the skills needed to use, analyze, process, and integrate information.
a. EDUCATION: Integrative and critical thinking skills should be developed early and consistently from K-12 through to post-secondary education, to enable people to assimilate and use vast amounts of information productively.
b. TRAINING: All workers have the right to adequate training and development in order to use information technology effectively to do their jobs.
4. RIGHT TO JUDGEMENT: Free will as represented by decision making and judgement is a human right. Information and information technology itself cannot make judgements, but they can augment the decision-making process. Judgement cannot be delegated.
